"Baxter Seminary offered all elementary and high school grades until the fall of 1922 when a new public elementary school building was completed in the town of Baxter.  After then Baxter Seminary developed a standard high school program with emphasis given to training for rural leadership.  Baxter Seminary and its predecessors were always under the auspices of The Methodist Episcopal Church until 1940 when The Methodist Episcopal Church, South, and The Methodist Protestant Church were united into The Methodist Church." - A Light on the Cumberland Plateau by Ruth Robinson Matthews.

After World War II ended, the G. I. Bill provided education tuition to the veterans to continue their education.  It was decided to offer classes taught in the Trades school to the veterans.  Hundreds of veterans used this benefit to learn a new trade or advance their skills.
